With the Alliance C3 Strategy the North Atlantic Council (NAC) approved the adoption of the Adopt, Buy, Create (ABC) concept for the procurement of C3 capabilities and ICT Services. The intent of the ABC concept is to encourage use of existing solutions in lieu of developing new ones wherever feasible. This policy elaborates this concept, encouraging the reuse of existing technology, applications and services, wherever feasible. The expected result will be reduced cost, reduced risk and reduced time spent on development and implementation of solutions.
C3 Capabilities Implementation Policy aims to reduce delivery time, risk and lifecycle costs while preserving, or enhancing, performance and interoperability of C3 Capabilities and ICT Services. This policy provides the principles to facilitate the development, evaluation, selection and implementation of proposals to address C3 Capabilities and ICT Services requirements, for the acquisition of the most effective and timely solutions.
The scope of this policy covers the full spectrum of C3 Capabilities and ICT Services that will be used by NATO Enterprise Organisations.
