The leads will establish an Alliance governance programme and coordinate the implementation of the Alliance data sharing ecosystem concept, and will deliver an IOC by 2QR25.
This will include, at a minimum:
1. Communities of interest comprising interested Allies, NATO Enterprise stakeholders, relevant companies from the civilian and defence sectors, and academia, whom will commit to sharing data, collaborative labelling of data, connecting and exploiting data, ensuring at any time that these are in line with NATO Principles of Responsible Use of AI and data.
2. Access to a cloud-based data platform, preferably part of the Alliance secure and scalable cloud environment;
3. Processes and frameworks to foster cooperation, trusted use and sharing of data in the ecosystem. These could include data sharing processes, agreements and data use conditions to facilitate the use of data within different security and sensitivity domains. This will be facilitated with the delivery of various LoEs of the DEF Strategic Plan, and should clearly communicate data ownership and custodianship roles and responsibilities, as per agreed policy areas.
4. Programme to enable delivery of the ecosystem.
