The Data Quality (DQ) Framework for the Alliance sets the stage for a consistent approach for Allies, the NATO Enterprise, and Partners to assess, managing and improve data quality throughout the data lifecycle. The Framework covers a broad range of data types, acknowledging the blurred line between "data" and "information" in the context of evolving technologies.
It establishes common understanding regarding Data quality dimensions; Data quality metadata; and Data quality management, the combination of which will ensure data that is fit-for-purpose and fit-for-use.
In addition, the Framework provides guidance on practical tools and techniques to assess, communicate, and improve data quality throughout an organization. It stresses the importance of agreed metadata standards for communicating data
quality, continuous improvement, and technology enablers. The suite of tools and techniques will be subject to revision as new policies, directives, and standards continue to promote data quality efforts within the Alliance.
The Framework is intended for all parties involved in the generation, exchange, management or exploitation of data across Allies, the NATO Enterprise, and Partner Nations, including their implementation authorities, standardization bodies, decision makers, and data owners, custodians, and stewards.
The document recommends developing more detailed implementation plans for Allies and the NATO Enterprise, reviewing Data Exploitation and AI Priority Use-Cases, reviewing the Alliance Data-Centric Reference Architecture, and considering
data quality in the context of Machine Learning (ML) and Artificial Intelligence (AI).
