The Data-Centric Governance Capability ensures that governance is a collective and accountable process, embedded at the data domain level within a federated structure. It operates through a cross-functional governance team composed of domain representatives, platform experts, and subject-matter experts (SMEs) from security, compliance, legal, and other relevant areas. This team defines Alliance-wide governance policies, determines how these policies are computationally enforced through the data platform, and oversees their consistent adoption by all data products.
A Data Governance Board orchestrates the implementation of these policies, balancing centralized oversight with domain-specific flexibility. The board ensures compliance monitoring, coordination of data stewardship, and adherence to shared standards for metadata quality, semantic modeling, and interoperability. It also oversees Data Governance Support Services, which provide the tools, frameworks, and guidance necessary for operationalizing governance policies.
In addition to standardizing data management practices, the capability regulates the establishment and operations of Data Spaces, mandating business and technical requirements to ensure secure, interoperable, and compliant data sharing. By integrating governance at every layer—domains, products, and infrastructure—this capability fosters trust, accountability, and agility across a decentralized data ecosystem.
